Goa Implements Strict Ban on Ferocious Dog Breeds to Enhance Public Safety and Prevent Attacks

In a significant step aimed at improving community safety, the Goa government has enacted the Animal Breeding and Domestication (Regulation and Compensation) Bill, 2025. This new legislation authorizes officials to prohibit the ownership, breeding, sale, and import of certain dog breeds classified as ferocious, including popular breeds like Pitbulls and Rottweilers. The law responds to mounting concerns following several serious dog attacks that caused injuries and fatalities.


The bill requires owners of these declared ferocious breeds to register their pets within 30 days of notification and to sterilize them within 60 days, providing official certification once completed. Failure to comply may result in a jail sentence of up to three months or fines reaching ₹50,000. Additionally, courts may impose community service as an alternative to imprisonment depending on the circumstances.

A key aspect of the law is the strict liability owners face for any harm inflicted by their dogs, including the obligation to compensate victims or their families in cases of injury or death. Compensation claims will be reviewed promptly by designated authorities for swift resolution.


The passage of the law follows intense discussions sparked by tragic incidents, such as the fatal attack on a child, and ongoing public safety concerns. While many support the legislation as a necessary preventive measure, critics argue that breed bans alone cannot solve issues like irresponsible ownership, insufficient public education, and lack of proper regulation in dog management.


With this bill, Goa joins a few other Indian states that have introduced stringent rules targeting certain dog breeds, aligning with central government recommendations on potentially dangerous animals. The state’s Chief Minister, Pramod Sawant, has highlighted that there will be opportunities for public feedback before the final list of banned breeds is confirmed and enforcement begins.


As the law comes into effect, existing owners of nominated breeds will need to adhere closely to the new rules. Goa’s approach may influence other regions considering similar measures to balance animal rights with community protection.
