New Supreme Court Ruling on Stray Dogs Raises Alarms Among Animal Rights Advocates

A recent Supreme Court directive ordering the removal of stray dogs from public institutions has ignited widespread protests across India. On November 7, 2025, the Court directed all States and Union Territories to relocate stray dogs from schools, hospitals, bus stops, and railway stations to designated shelters after sterilization and vaccination under the Animal Birth Control (ABC) Rules, 2023.


However, unlike the usual capture-sterilize-vaccinate-release practice, the Court specified that the dogs should not be returned to their original areas. The move, aimed at addressing the rise in dog bites and rabies cases, has been met with strong opposition from animal rights groups and citizens.


Protesters argue the order is “impractical and inhumane,” citing inadequate shelter facilities and risks of overcrowding. They also claim that removing dogs from their territories disrupts pack structures and may worsen aggression. Critics point out that the order contradicts the ABC Rules, which advocate returning sterilized dogs to their habitats.
